North Korean rocket to hit Philippines?

According to AFP News, North Korea has sent the United Nations a letter stating that the second stage of its latest rocket is expected to fall 190 kilometers east of northern Philippines. The first stage of the rocket would splash about 140 kilometres off South Korea, the letter reportedly said. The first stage of a rocket, is used to acquire the acceleration of a rocket. Once fuel is exhausted, it detaches from the rockets and drops off. After which the second stage is ignited so the rocket gains acceleration and increased velocity. It also detaches when fuel is exhausted. At the third stage, the rocket starts off with the required velocity. NoKor earlier announced that the rocket will be launched between April 12 and 16 to place a satellite for space research, but the US suspected it as a disguised ballistic missile test. What North Korea wrote in its letter to the UN are estimates, whether or not the plummeting rocket has the potential to land off some populated areas we do not know. The Philippine government had reportedly asked the US for help to track the rocket’s path.
